Illusions of empowerment? Questioning policy and practice of community forestry in Kenya Ecology and Society

The extent to which community forestry (CF) contributes to empowerment of local communities remains hotly contested. We develop a unified theory of empowerment at the intersection of asset-based agency and institution-based opportunity and apply it to examine the extent to which the implementation of CF has led to local empowerment. Our empirical data are drawn from review of national level policies and a field study of Ngare Ndare Community Forest Association (CFA) in Kenya. We investigated what types of powers were transferred to the local level, how representative the local institution was of the local community, and how its formation and composition affected the empowerment of socially and economically differentiated groups, with competing claims over...

Improving the Effectiveness of Collective Action: Sharing Experiences From Community Forestry in Nepal AgEcon
Acharya, Krishna P.; Gentle, Popular.
The forest management strategy of Nepal is based on people’s participation, which is known as community forestry. This approach was formally introduced in 1978 to encourage active participation of local people in forest management activities as a means to improve their livelihoods. Under the community forestry structure, local people make decisions regarding forest management, utilization and distribution of benefits from a forest; they are organized as a Community Forest User Group. Presently about 1.2 million hectares of forest is under the control of about 14,000 Community Forest User Groups. It has received highest priority within the forestry sector and is one of the most successful development initiatives in Nepal. However, emerging evidence...

Potential of Forest Resources to Alleviate Poverty and Unemployment in Rural Nepal AgEcon
Dhakal, Bhubaneswor; Bigsby, Hugh R.; Cullen, Ross.
The study examines the importance of community forest resources for income and employment in rural areas of Nepal by studying the effect of current forestry policy on forestland use. Using data from 259 households in six community forest user groups in three hilly districts (Dolakha, Kavre and Nuwakot), the results show that the resources available from private lands and community forests with current policies are inadequate to fully utilize the family labour force of many rural households and are insufficient to meet the bare survival income of the poorest households. Current government policy dictates the use of all community forestland for limited timber production and environmental conservation, and provides little scope for fodder and firewood...

Poverty Alleviation or Aggravation? The Impacts of Community Forestry Policies in Nepal AgEcon
Dhakal, Bhubaneswor; Bigsby, Hugh R.; Cullen, Ross.
This research studies the effects on income and employment when externally imposed policies constrain use of common forest resources. Using a mixed-integer linear programming model, the study examines the impacts of conservation-oriented community forest policies in Nepal on three household income groups. The results show that current community forest policies, which direct forest use towards environment conservation and timber production, cause large reductions in employment and income of the poorest households and largely explain the recent increase in rural poverty.

Social capital, conflict, and adaptive collaborative governance: exploring the dialectic Ecology and Society
McDougall, Cynthia; Knowledge, Technology, and Innovation Group (KTI), Department of Social Sciences, Wageningen University; c.mcdougall@cgiar.org; Banjade, Mani Ram; Center for International Forestry Research, Bogor, Indonesia; m.banjade@cgiar.org.
Previously lineal and centralized natural resource management and development paradigms have shifted toward the recognition of complexity and dynamism of social-ecological systems, and toward more adaptive, decentralized, and collaborative models. However, certain messy and surprising dynamics remain under-recognized, including the inherent interplay between conflict, social capital, and governance. In this study we consider the dynamic intersections of these three often (seemingly) disparate phenomena. In particular, we consider the changes in social capital and conflict that accompanied a transition by local groups toward adaptive collaborative governance. The findings are drawn from multiyear research into community forestry in Nepal using comparative...

The Reflective Practitioner: Learning and Teaching in Community-based Forest Management Ecology and Society
The world's natural forests, whose rich ecosystems support wildlife and human populations, are declining. In my 17 years as an international community forester, observing this decline has hardened my resolve to look for answers "outside the box." This paper is a reflection of some of the important lessons I am learning: to keep an open mind at all times, to remember that I can never be certain of the outcome of any given effort, to control my biases, to listen carefully, and to find common ground.

Who are Controlling Community Forestry User Groups in Nepal? Scrutiny of Elite Theory AgEcon
Yadav, Bhagwan Dutta; Bigsby, Hugh R.; MacDonald, Ian.
Nepal has established community forestry institutions to manage natural resources at the local community level under the assumption that there will be better management than under Government agencies. However, community forestry has not been entirely successful as it has not addressed the needs of poor and marginalised groups. The main goal of this study is to examine how Nepalese social structure guides the structure of the Executive Committee (EC) of Community Forestry User Groups and in particular, whether the EC is dominated by elite groups that could in turn hinder the needs of poor and marginalised groups. This paper uses data from the middle hill district of Baglung, Nepal. Statistical analysis indicates that decision-making is dominated by the...

Why some community forests are performing better than others: a case of forest user groups in Nepal AgEcon
Chand, Narendra; Kerr, Geoffrey N.; Bigsby, Hugh R..
Management of many Nepalese forests has been devolved to local communities. Forest products, which are used by the community and which may also be traded, are essential contributors to community well-being. Forests are also important contributors of ecosystem services, such as flood protection and wildlife habitat. Nepalese communities were surveyed to measure flows of forest products from their community forests. A stochastic frontier analysis shows that communities are not producing forest products efficiently and there is potential for improvement. The results shows that forest products benefit and environmental performance are associated products. In addition, analysis reveals that factors such as social capital, support from government and knowledge...
